Deepening of cooperation with Mongolia

Since 03.06.2016 to 09.06.2016 the Russian delegation headed by Rogalev Nikolay, MPEI Rector, has visited Mongolia at the invitation of the Mongolian University of Science and Technology (MUST). The purpose of the visit is a discussion of the implementation of joint educational programs, programs of professional personnel retraining and scientific cooperation.

The Russian delegation also included the representatives of non-profit partnership "Scientific and Technical Council of National Grid":

Work of delegation started on the day of arrival to Ulan Bator, on the 04.06.2016. There took place a meeting with MPEI alumni where there were more than 20 alumni of various years: S. Batkhuyag , MUST professor, in Soviet period - the Minister of fuel industry and power industry of Mongolian People's Republic; Y. Nyamzhargal is a prominent politician, in due time a journalist who headed the training center at the Head Power Engineering Department; N. Namkhay, who are for many years a director of the electricity transmission networks of Mongolia; T. Tumentsogt, "GE" chief representative in Mongolia; R. Davaanyam, a senior engineer on technical policy of JSC "Ulan-Bator distribution energy networks"; professor B. Bath-Erdene, a scientific secretary of MUST Power Engineering Institute and many others.

On the 5th of June, 2016 the delegation left Ulan Bator and they visited Darkhan – the second-large city of Mongolia. The delegation has visited MUST branch – Darkhan School of Technology.

T. Batbaatar, the branch Director has shown new buildings and laboratories of the Institute and expressed his interest in preparation of highly qualified personnel on MPEI basis. Then the delegation has visited Darkhan combined heat and power plant. The deputy director G.Tuyakhu has arranged an excursion to the plant (in due time he trained in MPEI too). After that there took place the exchange of opinions concerning MPEI opportunities in retraining of personnel and performing the scientific works for the benefit of combined heat and power plant.

In the evening on the 05.06.2016 the delegation left to the largest industrial center of Mongolia - Erdenet. Mongolian-Russian LLC "Erdenet enterprise" is one of the largest entities in Asia on production and enrichment of copper and molybdenum. It was founded in 1978 according to the intergovernmental agreement of two countries in the field "Erdenetiyn Ovoo".

On the 6th of June, 2016 the delegation has been accepted by R. Davaasambuu - Deputy Director General in production in LLC "Erdenet Enterprise".

Following the results of the meeting there was reached the agreement on coordination of the cooperation plan in education and professional retraining. There took place a meeting with S. Turbat, the Chief power engineer of mining and concentration complex, where the Mongolian party has expressed their deep interest in training for mining and concentration complex based in MPEI. There took place a meeting between MPEI alumni and the staff of mining and concentration complex. This very day the delegation has been accepted by R.Rakshayev, Consul general of the Russian Federation.

There took place the exchange of opinions on this provision and prospects of the Russian-Mongolian cooperation in educational and scientific spheres. In the evening on the 6th of June, 2016 the delegation has returned to Ulan Bator.

On the 7th of June, 2016 the delegation has been accepted by B. Ochirbat, MUST Rector. Mrs. P. Zhargaltuyaa, Vice Rector on international relations participated in the meeting. During the meeting there took place the signing of the Memorandum on intentions between MUST and MPEI to found the Russian-Mongolian Consortium of Technical Universities. Besides, there was signed a supplementary agreement to the Agreement on cooperation where the Universities have confirmed their interest in expansion of bilateral academic mobility, joint scientific researches and publications.

Then the delegation has been invited to the meeting of the MUST Academic Council where there took place a ceremony of rank award "Honorary professor" to MPEI Rector Nikolay Rogalev. Then there was organized a meeting with C. Gulnar, Director of MUST Library. Mrs. Gulnar has shown the library and the stand of scientific and educational literature of MPEI publishing house.

There took place a meeting with the first President of Mongolia, the academician P. Ochirbat who administrates the created representative offices of the Russian publishing houses on MUST basis.

Mr. Ochirbat has highly appreciated the Russian scientific, educational and methodical literature and he has emphasized that even further MUST intends to consider the Russian publishing houses as priority for MUST libraries in replenishment of scientific and educational fund. Mr. Ochirbat has noted the importance of mutual publications of professors from our Universities and the organization of the translations into Mongolian of scientific and educational literature from MPEI. 

Then in the Center "Russian World" there took place a ceremony of MPEI Certificates of Merit delivery to the leading specialists in Russian philology of Mongolia who actively support MPEI during various events in the territory of Mongolia including the Academic Competition "It is time to study in Russia!" There Certificates of Merit were awarded to Director of Institute of Foreign Languages T. Batbayar, department chair of European studies Department G. Tuyaa, professors of Russian V. Razuvayeva and G. Tseveg. 

Then there took place a visit to MUST Power Engineering Institute.

The delegation was accepted by C. Mangalzhalav, Director of the Institute. For many years the Institute cooperates with MPEI. Suffice it to say that 11 employees of the Institute are MPEI alumni. 10 of them are PhDs in Technical Sciences. The delegation visited the laboratories of the Institute. There were detected the main areas of deepening of cooperation between our Universities: the preparation of a joint educational program on Master's program, training of the Mongolian Ph.D.-students and Masters on MPEI basis, joint participation in scientific conferences. Besides, the Mongolian party has appealed to discuss the issue concerning the training of MUST professors on MPEI basis. The Mongolian party has expressed their interest in the invitation of MPEI faculty for lecturing. C. Mangalzhalav, Director of the Institute, L. Gurbazar, the adviser to MUST Rector and professor B. Bath-Erdene, the scientific secretary of MUST Power Engineering Institute have been awarded by "MPEI Medal".

On the 8th of June, 2016 the delegation visited the Ministry of Energy of Mongolia. There took place a meeting with G. Enkhtayvan, the chief executive of Strategy and Planning Department (MPEI alumnus). At the meeting there were some more MPEI alumni. During the meeting the Mongolian party has informed MPEI delegation on a modern provision and development plans for power industry of Mongolia.

This very day the delegation has been accepted by I. Arzhayev, the Minister counselor of the Russian Federation Embassy in Mongolia. A. Oganov, Adviser of Embassy participated in the meeting. Mr. Arzhayev has highly appreciated MPEI contribution to professional personnel training for Mongolia. During the meeting there were discussed the issues on implementation of educational and scientific projects in the territory of Mongolia including the project "It is time to study in Russia!" 

In general business trip had success that allows to expect further enhancing cooperation of MPEI with Mongolian Universities and organizations in various areas.
