MPEI delegation visits Vietnam – push the boundaries of cooperation

The International Administration informs that since the 25th of June to the 3rd of July, 2016 MPEI delegation headed by Rector Nikolay Rogalev had the official visit to the Socialist Republic of Vietnam (SRV). The visit took place by the invitation of the Vietnam National University, Hanoi (Vietnam) for negotiation on the implementation of joint educational programs with Universities and organizations of Vietnam. 

The delegation also included: 

- Vice Rector on International Relations Zamolodchikov Vladimir;

- Head of Department of International Coperation Tarasov Alexander; 

- professor of Dept. of General Physics and Nuclear Fusion Nguen Kuok Shi. 

MPEI is one of the leading Russian Universities where since 1953 there are trained highly-qualified personnel for the most important fields of Vietnam. MPEI alumni successfully work for the benefit of Vietnam. MPEI is proud of the fact that in 1954 it was honored to entertain the President Ho Chi Minh. 

In the intervening years MPEI has trained over 500 bachelors, masters and experts, 120 Candidates of Science and 9 Doctors of Science for Vietnam. More than 150 Vietnamese experts have been trained in MPEI. Work of our University has been highly appreciated by the Socialist Republic of Vietnam: MPEI is awarded by "Order of Friendship" in 1978 and the Order of Labour of the First Degree – the highest SRV Order for the foreign organizations in 2015. In 2015 four MPEI employees were awarded by SRV Order of Friendship. 

Since 2004 MPEI began a new phase of target preparation of the Vietnamese bachelors and masters with specializations necessary for generation of nuclear power of Vietnam. At the moment in MPEI there are trained 58 students and 15 Ph.D.-students. Since 2013 under the auspices of "Rossotrudnichestvo" MPEI holds numerous events in Vietnam within the international project "It is time to Study in Russia!" MPEI actively cooperates with the Ministry of Education and Training of the country, leading Universities, the scientific organizations and the energy companies of Vietnam.

Entertaining of MPEI delegation in the Russian Center of Science and Culture 

On the 26th of June MPEI delegation was entertained by N. Shafinskaya - the Acting Representative of "Rossotrudnichestvo" in Vietnam. During the meeting there were discussed the results of the implementation of the project "It is time to Study in Russia!" and new projects where MPEI is going to participate in Vietnam, including these with assistance of "Rossotrudnichestvo". First of all, it is the project of the Russia-Vietnam Power Engineering Center of strategic partnership and foundation of specialized departments of Power Engineering and high technologies together with the Vietnam National University, Hanoi (VNU). Secondly, the implementation of the project on development of MPEI partner schools' network in Vietnam. Following the results of the meeting there was agreed the delegation schedule.

On the 27th of June MPEI delegation was entertained by SRV Minister of Education and Training, MPEI Honorary Doctor, prof. Fung Suan Nya. The participants of the meeting were the Acting Representative of "Rossotrudnichestvo" in Vietnam N. Shafinskaya, the first secretary of Embassy of the Russian Federation in Vietnam V. Shustov, Director of the International Department of the Ministry of Education and Training of Vietnam (MOET), General Director Vietnam International Education Development Pham Quang Hung, VNU Vice-President, professor Nguyen Kim Son, Rector of the International School of the Vietnam National University, Hanoi Le Trung Thanh and other officials of MOET and VNU. During the meeting the Minister highly appreciated MPEI work in Vietnam in the fields of education and training of personnel. The project of creation of the Russia-Vietnam Power Engineering Center of strategic partnership (Center) gained its natural development; the work concerning its creation began in April, 2014. MPEI Rector Nikolay Rogalev informed MOET on coordination with VNU of intentions on creation of Consortium to implement this project. Within the Center MPEI has suggested creating the Advisory Board that could make recommendations for the solution of the problems connected with development of power industry of Vietnam with involvement of the leading Russian and Vietnamese experts. Besides, MPEI Rector informed the Vietnamese party on the project of creation of joint educational programs and specialized departments in Southeast Asia initiated by "Rossotrudnichestvo" in June, 2016 and he suggested realizing it within the Center. As the first step the Russian party suggested signing the memorandum on intentions to create the specialized departments of Power Engineering and high technologies. Mr. Fung Suan Nya has charged to VNU to sign the corresponding memorandums on intentions, he set the task to open the Center in June, 2017 during the planned official visit to Russia and he agreed to become a strategic advisor in the Advisory Board of the Center. 

This very day MPEI delegation was entertained by Ambassador Extraordinary and Plenipotentiary of the Russian Federation in the Socialist Republic of Vietnam K.Vnukov. Participants of the meeting: Acting Representative of "Rossotrudnichestvo" in Vietnam N. Shafinskaya. During the meeting K. Vnukov has emphasized that the relations between Russia and Vietnam got to a whole new level – the level of strategic partnership and full cooperation in the field of policy, science, military equipment, economy, development of the interconnection in the sphere of trade, culture, education. MPEI Rector expressed profound gratitude for assistance that the Embassy of the Russian Federation renders to our University during the establishment of communications and deepening of cooperation with the Vietnamese scientific and educational organizations and he informed the Embassy on MPEI work concerning the Vietnamese fields. Special attention was paid to work on creation of the Center and specialized departments, implementation of the project "It is time to Study in Russia!" and creation of MPEI partner schools' network in Vietnam.

In the evening on the 27th of June there took place meetings of MPEI delegation and the management of Department of Ideology, Science and Technology of the Central Committee of the Communist Party of Vietnam (the Central Committee of CPV). During the meeting there were discussed the steps on successful implementation of the Center project in Vietnam.

Signing of the contract on cooperation in education between MPEI and Hoang Van Thu high school 

The next day began with the ceremony of signing of the contract on cooperation in education between MPEI and Hoang Van Thu high school that is placed in the city of Hòa Bình where there is the teaching of the Russian language. The principal Mrs. Le Thi Hong expressed her gratitude to Russian Centre of Science and Culture in Hanoi for full assistance during the conclusion of this contract. The special school is interested in the training of professors from school in MPEI, the invitation of the leading MPEI professors to Vietnam to hold workshops for professors of the school. Deepening of development between Hòa Bình and MPEI is especially urgent that here there is placed the Hòa Bình Dam constructed with assistance of the USSR and that is one of the largest in the region.

Signing of memorandums in VNU 

This very day there took place the meeting with the management of Vietnam National University, Hanoi (VТU). MPEI delegation was entertained by VNU Vice-President, professor Nguyen Kim Son. MPEI Rector and VNU Vice-President exchanged their opinions concerning the realization of cooperation between our Universities in scientific and educational areas and the work done during the last year. Following the results of the meeting there were signed the Memorandum of intentions on creation of Consortium to implement the project "The Russia-Vietnam Power Engineering Center" and the Memorandum of intentions on implementation of the joint network educational program of training "Specialized Departments on power engineering and high technologies" at the VNU Institute of technology. The Vietnamese party told MPEI Rector in detail the stages of preparation of the joint educational program in English in the area "Informatics and Computer Facilities". The visit to VNU was completed by the ceremony of signing of annexes to the Agreement on the joint network educational program of training in the area "Informatics and Computer Facilities". MPEI Vice Rector Vladimir Zamolodchikov and Rector Le Trung Thanh signed these documents. The signed documents allow to hope that the first Vietnamese students will begin to study upon the joint program since September, 2016. After the event Nikolay Rogalev gave the interview to local television.

Interview of MPEI Rector to the Vietnamese television

After the meeting in VNU the delegation of MPEI paid an official visit to Vietnam Atomic Energy Institute (Vinatom). From the Vietnamese party MPEI alumni took part in the meeting: Vinatom President, Mr. Tran Chi Thanh and the Executive Director of Council on construction of the first Vietnamese NPP in Ninh Thuan (Phan Minh Tuan, Ninh Thuan Nuclear Power Projects management) Phan Minh Tuan. During the meeting it has been underlined that Vietnam is interested in training of masters and Ph.D.-students in our University. Mr. Tran Chi Thanh expressed his confidence in need of creation of the Center in Vietnam and participation in its work of all interested organizations and departments.

In the evening on the 28th of June there took place the debriefing of the second day of MPEI delegation work in Russian Centre of Science and Culture. MPEI Rector gave the interview to Yury Denisovich, Russian News Agency TASS. Next day the interview of MPEI Rector was published in TASS news feed. 

On the 29th of June MPEI Rector Rogalev Nikolay returned to Moscow, and MPEI delegation continued the work in Vietnam. Vice Rector Vladimir Zamolodchikov and Head of Department of International Relations Tarasov Alexander have visited Hòa Bình by invitation of Department of Education and Training of personnel of Hòa Bình Province. There took place the meeting with professors of the Hoang Van Thu High School. MPEI delegation got acquainted with school and the hostel. The school is the largest one in the Province. It performs training of 10th-graders, 11th-graders and 12th-graders. Over 700 pupils annually graduate from the school; they go to the leading Universities of Vietnam and other states. Since 2015 Hoang Van Thu High School takes active part in the Academic Competition "It is time to study in Russia!", and since spring, 2016 there was made the decision to perform one of preliminary rounds on its base. MPEI delegation was acquainted with professors of the Russian language and pupils who learn Russian. The deputy head of Department of Education and Training of personnel of the Hòa Bình Province, Mr. Dang Quang Ngan participated in the meeting.

MPEI Vice Rector Zamolodchikov Vladimir and Deputy Director of the Hydro Power Company, MPEI alumni Mr. Pham Van Vuong

MPEI delegation was invited for acquaintance to Hòa Bình Dam. The hydroelectric power station was constructed with assistance of the USSR and Russia. Construction of the hydroelectric power station was performed since 1975 to 1994. The delegation was entertained by Deputy Director Hoabinh Hydro Power Company Pham Van Vuong. During the meeting there were discussed the MPEI possibilities in respect of preparation and retraining of personnel for Hoabinh Hydro Power Company. 

Next day MPEI delegation continued work in Ho Chi Minh. There took place the meeting with President Ho Chi Minh City University of Technology (HUTEC) Ho Dac Loc. The university was founded in 1995. At the moment there are trained over 20000 students in the University. During the meeting there were discussed the possible forms of cooperation between our Universities. Particular interest of the Vietnamese party is attracted by joint training of masters, including in English, and Ph.D.-students. The Vietnamese party is interested in implementation of the joint scientific projects.

Meeting with President Ho Chi Minh City University of Technology (HUTEC), MPEI alumni, Mr. Ho Dac Loc 

On return to Hanoi there took place the meeting with Head of the International Department of the Vietnam National University, Hanoi (VNU) Mr. Le Tuan Anh, where there were discussed the aspects of deepening of cooperation between MPEI and VNU in scientific and educational spheres. Much attention was paid to the coordination of all aspects of the implementation of the project of the Center and specialized departments. Mr. Le Tuan Anh informed MPEI delegation that VNU delegation will participate in the forum of Rectors Russia-ASEAN that is planned to be held in Vladivostok in September, 2016. The Vietnamese party plans to make the report on cooperation with Russia and to pay special attention to the interaction between VNU and MPEI. Besides, Mr. Anh informed the Russian party that on the 1st of July, 2016 professor Nguyen Kim Sean became VNU President. 

On the 2nd of July there took place the final meeting with the Acting Representative of "Rossotrudnichestvo" in Vietnam N. Shafinskaya. There were discussed the visit results, issues of implementation of joint projects, features of implementation of the Government resolution dated on 08.10.2013 No. 891 "About establishment of the quota for education of foreign citizens and persons without citizenship in the Russian Federation" and orders of MON dated on 09.03.2016 No. R-64 "About holding selection events of entrants for training in educational programs of the higher education – Master's programs and postgraduate training programs within the quota for education of foreign citizens and persons without citizenship in the Russian Federation established Government resolutions dated on 08.10.2013 No. 891" 

This visit has visually shown that MPEI not only renders the excellent training of highly qualified personnel for SRV, but also it is ready to realize new breakthrough projects, including the project of the Russia-Vietnam Power Engineering Center of strategic partnership.
