Order of entrance in Russia for foreign students

The new order of Russian Government states that educational organizations are obliged to give the Border Guard Service the lists of foreign students coming to Russia. So we recommend you to contact the Foreign Office and not to rush the matters with ticket purchase.

The contact can be made through the VK group for foreigners. If you send the request there you find your information of entering. You can find the latest on the recommendations of the Russian Government there as well. 

The new order of entrance for foreign students was designed by the Ministry of Science and Higher Education. It is supposed that in 15 days foreign students should inform the University via email (study@mpei.ru, ovir@mpei.ru) so that the Foreign Office could give the information for Board Guard Service. The student should:

1. Inform the Foreign office about the date of arrival,

2. Indicate the city of arrival and the airport,

3. Send the scan-copy of the document for arrival (can be the passport or the ID-card, usually the international passport)

4. Share the scan-copy of the air ticket through the correspondence with the Foreign Office.

5. Prepare the medical evidence:

   • not earlier than 3 days pass the COVID-19 test
   • the medical reference of first negative COVID-19 test is required at the border
   • in 72 hours after entering Russia the foreigners must pass the second COVID-19 test and comply with the isolation routine until the results are obtained.
   • the education is carried out in remote format until the results are obtained, the study in person is conducted after the receiving of the second negative test

During the period of self-isolation, classes take place online. Foreign students are not allowed to study full-time without a negative test result.​
