​​​​The cooperation of MPEI with Bulgaria began in 1997, when the first students were accepted for education. MPEI has trained a large number of highly qualified personnel for different countries, among them 696 students from Bulgaria.

The first Agreements of Cooperation of MPEI were signed by three Bulgarian Universities, TU Sophia among them.

In 2000 MPEI gave the Honorary Doctor title to Dimitar Dimitrov, Minister of Science and Education of Bulgaria. Study books written by him helped to give formation for generations of engineers. He deservedly is a prominent organizer of science and education of Bulgaria.

On the 15th of December, 1975, MPEI was given an Order of "Social Republic of Bulgaria" of the 1st Degree by the decision of the Higher Council of Bulgaria.

The experience and high qualification of the staff and professors of MPEI are well recognized abroad. Repeatedly they were awarded orders and titles from foreign countries, for example, Tatyana Soboleva, leading engineer of Electrical Complexes of Self-Contained Objects and Electrical Transport Department, was given a golden sign of Bulgarian-Soviet friendship, and twice the orders for "100th anniversary of Bulgaria Liberation from Osman Despotism" and "90th Anniversary of Georgiy Dimitrov"

MPEI collaborates with the following Universities: TU Sophia, TU – Gabrovo, Institute of Space Research of Bulgarian Academy of Sciences, Rosen University "Angel Kinchev", University of Chemical Technology and Metallurgy, University of Architecture, Construction and Geodesy, American University in Bulgaria, TU Varna, Higher Transport School named Kableshkov and National Military University named Vasil Levskiy. In the framework of collaboration, the joint educational programs are carried out, such as Erasmus+ together with Rosen University "Angel Kinchev".

A Bulgarian professor works in the Department of Environmental Engineering and Labor Protection of MPEI.

The work is underway to create resource centers for the Russian education abroad in the framework of the federal project "Education Export". For example, in 2019, within this framework, the employees of MPEI collaborated with the Yuri Gagarin Secondary School "Kamchia".

MPEI actively takes part in the work of the Association of International Departments of Higher Educational Institutions "AMO" together with Bulgarian universities.

MPEI collaborates closely with National Military University named Vasil Levsky. 17 May 2018 the agreement was signed of the joint scientific applied research, teacher and personnel training and maintenance of its quality.

National Research University "Moscow Power Engineering Institute" has been cooperating with universities and organizations in Bulgaria for decades. It is planned to continue and expand cooperation on exchange programs in the field of research activities.
