MPEI productively cooperates with Azerbaijan Technical University (AzTU). In May 2014 there was a meeting of MPEI Scientific Council, during which the solemn ceremony of awarding the diploma "MPEI Honorary Doctor" to Prof. Abbasov Ali Mammad ogly, member of the National Academy of Sciences of Azerbaijan, Minister of Communication and Higher Technologies of the Republic of Azerbaijan, MPEI graduate was held.

1-5 July, 2014, at the invitation of the Minister of Communications and High Technologies of the Republic of Azerbaijan Abbasov Ali Mammad ogly, MPEI delegation led by Nikolay Rogalev, MPEI Rector negotiated with Arzu Suleymanov, Rector of the Azerbaijan Technological University who graduated from MPEI and specially arrived in Baku to meet with a MPEI delegation.

20 November, 2015 the signing ceremony of the Memorandum on the establishment of the Association of Universities of Russia and Azerbaijan took place. The Association included 31 Russian universities, including MPEI, Peter the Great St. Petersburg Polytechnic University, North Caucasian Federal University, Kazan (Volga Region) Federal University, Pushkin State Institute of Russian Language, Gubkin Russian State University of Oil and Gas, Southern Federal University, Moscow Physics and Technology University and 19 Azerbaijani universities: the Baku State University, the Moscow State University of Oil and Gas and the Moscow State Technical University. The Azerbaijani part was headed by Elkhan Huseynov, Rector of Sumgait State University.

June 9, 2021 a meeting of the Coordinating Council of the CIS Network University was held, which was attended by representatives of national education authorities of CIS countries and representatives of universities that are members of the CIS Network University. The Coordinating Council was established on the basis of the Interstate Agreement on the establishment and operation of the CIS Network University, signed on May 29, 2020. The CIS Network University itself was established in 2009. MPEI was accepted into the Network University Consortium in May 2017. The Consortium includes 28 leading universities from 9 CIS member states: the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan and Ukraine.

At the meeting the main results and prospects for the development of the CIS Network University were summed up, the personal composition of the Coordinating Council and proceedings were approved. Also there were adopted the criteria and conditions for the accession of educational institutions to the CIS Network University.
