MPEI delegation visit to Uzbekistan

From the 8th until the 11th of September 2019 the delegation of MPEI was paying an official visit to the Republic of Uzbekistan to participate in the first session of the Subcommission of Science and Education as a part the Interstate Commission upon economic cooperation between Russia and Uzbekistan. The issues of opening a branch office of MPEI in Tashkent were discussed as well. The delegation was headed by Nikolay Rogalev, the Rector of MPEI, and comprised Alexander Tarasov, Vice-Rector on International Relations of MPEI. The visit was paid upon the invitation of Minister of Secondary special and High Education of Uzbekistan, Inomjon Majidov.

On the 9th of September MPEI officials together as a part of Russian Universities’ delegation, headed by Marina Borovskaya, Deputy Minister of Science and Education of Russia, visited the already existing branches in Uzbekistan such as branches of National University of Science and Technology MISIS, National Research Nuclear University MEPhI, Plekhanov Russian University of Economics.

On September 10, the first meeting of the Sub-Commission on Science and Education of the Intergovernmental Commission on Economic Cooperation between the Republic of Uzbekistan was held, during which, inter alia, the issue of organizing the activities of branches of Russian universities in Uzbekistan was considered. An agreement was also reached on the organization and holding of the Second Forum of Rectors of the Universities of Russia and Uzbekistan in Moscow in February 2020. Following the meeting, the Minister of Higher and Secondary Special Education of the Republic of Uzbekistan Inomjon Majidov and Deputy Minister of Science and Higher Education of the Russian Federation Marina Borovskaya signed the Road Map for cooperation in the field of education and science in the framework of the goals and objectives of the Intergovernmental Commission on Economic Cooperation between the Republic of Uzbekistan. The Road Map also includes a number of measures for the organization of the Branch and mechanisms for their implementation. Until the end of 2019, it is planned to solve the main organizational, academic, administrative, logistical issues related to the activities of the Branch. Based on this document, it is planned to update the Road Map for the creation and development of the Branch of MPEI in Tashkent for the period until September 1, 2023.

After the completion of work of the Sub-Commission the delegation of the MPEI held a working meeting with the officials, the general design and contracting organizations on the reconstruction, overhaul and construction of the Branch. The Uzbek side at the meeting was headed by Deputy Chairman of the Board of Joint Stock Company "Uzbekhydroenergo" Bekzod Amirsaidov. The parties agreed on the approval of the project and the construction plan of the branch. In addition, issues related to the organization and conduct of laboratory work and practice of students of the Branch at energy facilities of the Republic of Uzbekistan were discussed.

On this day, the delegation of MPEI visited Tashkent State Technical University named Islom Karimov, (TSTU). The delegation was welcomed by the Rector of TSTU Sadritdin Turabjanov. The collaboration between two Universities has started in 1965, when the respective treaty was signed. Since that, in the framework of the collaboration more than 20 postgraduates have defended their theses. Among the graduates of MPEI who have been working in Tashkent State Technical University: academician of the Academy of Sciences of the Republic of Uzbekistan Zakhidov R.A., academician of the Academy of Sciences of the Republic of Uzbekistan Allaev K.R., Doctor of Technical Sciences prof. Karimov H.G., Doctor of Technical Sciences prof. Khoshimov A.A., Doctor of Technical Sciences prof. Karimov A.S., Ph.D. Assoc. Taslimov A.D., Ph.D. Assoc. Sharipov U.B., Ph.D. Assoc. Mamarasulova T.S. On the meeting, the issues of collaboration and mutual program development of the Universities, as well as the Branch opening, were discussed.

On the 11th of September the meeting of the delegation of MPEI and Inomjon Majidov, Minister of the Secondary special and Higher Education of Uzbekistan. The meeting was dedicated to opening and managing of the MPEI Branch office. The work itself is supervised by Uzokboy Begimkulov Deputy Minister of the Secondary special and Higher Education of Uzbekistan and MPEI Alumnus. Uzbek Ministry of Energy was represented by Jagonhir Obijonov, Deputy Chairman of the JSC Uzbekenergo. The dynamic of work was being remarkable, and the legal issues of the Branch functioning were to be developed by counsel decision.

The decision to open the Branch was made in October 2018 at the First Forum of Rectors of Universities of Russia and Uzbekistan in Tashkent.

1. On June 4, 2019, the Decree of the President of the Republic of Uzbekistan on the creation of a branch of the National Research University "Moscow Power Engineering Institute" in the city of Tashkent was established.
2. On 16.08.2019, a branch of the Federal State Budgetary Education institutions of higher professional education National Research University "Moscow Power Engineering Institute" in Tashkent was founded.
3. By the decision of the Scientific Council of MPEI dated August 30, 2019, the Regulation and the organizational structure of the Branch were approved.
4. The decision to open the Branch was taken in October 2018 on the first Forum of Rectors of Russia and Uzbekistan held in Tashkent.

Universities of Uzbekistan successfully cooperate with other partner universities. For the 2019-2020 academic year, 40 students were selected for the joint educational program with Jizzakh Polytechnic University, 50 students were selected for the joint educational program with Tashkent State Technical University, and 151 students were transferred to the Branch of Tashkent State Technical University. Currently, 46 students from Uzbekistan are studying at MPEI.​
