Anniversary events of the Russian-Kyrgyz Consortium of Technical Universities

In 2022 events dedicated to the 10th anniversary of the Russian-Kyrgyz Consortium of Technical Universities (RKCTU) were held . Representatives of universities - members of the Consortium took part in the opening of the Week of Russian Education in Kyrgyzstan, which took place on September 21 at the Kyrgyz State Technical University named after I. Razzakov, as well as in a joint conference organized by the Representative Office of Rossotrudnichestvo in the Kyrgyz Republic.

September 22, 10th general meeting of the Russian-Kyrgyz Consortium of Technical Universities and the plenary session of the VIII International Network Scientific and Technical Conference "Integration Processes in the Scientific, Technical and Educational Space" were held.


The general meeting was held in the Issyk-Kul region. The organizers of the meeting were the Kyrgyz State Technical University. I. Razzakova, Issyk-Kul State University. K. Tynystanov and Kyrgyz Aviation Institute named after. I. Abdraimova.

The general meeting was attended by delegations of 18 universities from Russia (including 3 remotely) and 10 universities from Kyrgyzstan.

The general meeting of the RKCTU was chaired by the co-chairs of the Board of the Consortium, Nikolay Rogalev, MPEI rector and Mirlan Chynybaev, rector of the Kyrgyz State Technical University named after. I. Razzakova.


The report of the Consortium secretariat noted that in the 2021/22 academic year, 266 students of the joint educational programs of the Consortium in 22 training areas (25 actively implemented joint programs) studied at Kyrgyzstan universities. Most of the students are enrolled in bachelor 's programs and several master's programs are also being implemented. At the same time, 143 people were studying in the 1st year of the bachelor 's degree, 113 people were in the 2nd year of the undergraduate studies and 10 people were studying in the magistracy. A total of 231 students studied at the Kyrgyz State Technical University named after I. Razzakova and 35 students - at the Kyrgyz State University of Construction, Transport and Architecture named after N. Isanov. From the Russian side, 9 universities took part in the ongoing joint programs. In Russian universities, 17 students of the joint programs of the RKCTU were studying at the senior undergraduate courses, 37 students were studying in the master's programs and 5 people were studying in the graduate school.

In 2022, 15 students of joint programs completed their studies. Graduates of 2022 received diplomas from MPEI, Kazan State Power Engineering University, Mordovian State University “N.P. Ogarev” and the Baltic State Technical University "VOENMEH" named after. D.F. Ustinov, as well as diplomas of the Kyrgyz State Technical University named after. I. Razzakova .

In total, over the ten-year activity of the Consortium, 201 graduates of joint programs (in 9 areas of training) received diplomas from two universities.

Among the 2022 bachelor programs graduates, 88% has continued their education by enrolling in a master's program (63% of all graduates has entered the master's program at Russian universities and 25% - at the master's program at Kyrgyz universities). All graduates are successfully employed, and all have found jobs in their specialty. Graduates of master's programs are fully employed by September.

In addition to joint educational programs, Russian and Kyrgyz universities of the Consortium participate in the exchange of teachers within the framework of academic mobility, organize advanced training courses, conduct guest lectures both in full-time and remote formats. In 2021/22, 172 teachers from Kyrgyz universities took part in 9 advanced training programs organized by the Baltic State Technical University VOENMEH and ITMO University. According to virtual mobility programs, BSTU "VOENMEH" implements the "Higher Mathematics" course to equalize the academic difference of KSTU students, Southern Federal University trained KSTU students in the disciplines "Electronics, power electronics and circuitry" and "Electrical equipment modeling".

A significant help for Kyrgyz students of joint programs is participation in interuniversity competitions, for example, the Energy Olympiad for compatriots held by MPEI, the Defense-Technical Olympiad of BSTU "VOENMEH" and the International Online Olympiad "Physics in Energy" held by KSEU.

As part of the anniversary events of the RKCTU, in February 2022, a seminar was organized and held on the topic “Methodological recommendations for the organization and implementation of joint educational programs”. The seminar was held via videoconference. More than 80 employees from 15 universities of Kyrgyzstan and Russia took part. The speakers were leading employees of MPEI, BSTU "VOENMEH", KSTU named after. I. Razzakova. The participants of the seminar received certificates. The relevance and timeliness of the seminar was confirmed in the detailed discussions of the main reports.


Selection feature of Kyrgyz students to continue their studies at Russian universities from 2021 was the early start of the application campaign. Applications for Russian scholarships are accepted in October. Therefore, the first draft of the consolidated application of the RKCTU partner universities for 2023/24 quotas was prepared already in June 2022, along with a list of students of joint programs. The project contains proposals for sending 75 students studying in 8 areas of training to Russian universities. Of these, 41 undergraduate students, 1 specialist student , 27 master students. 2 graduates are recommended for admission to graduate school. In addition, it is planned to send 4 teachers from Kyrgyz universities to additional professional education programs in order to improve their skills. The list of Russian universities that accept students of joint programs includes 7 universities.

At the General Meeting, representatives of the Far Eastern State Transport University, the Moscow Automobile and Highway State Technical University shared their experience in organizing joint educational programs, and the vice-rector of the Murmansk Arctic State University presented project proposals for the development of innovative Arctic technologies within the framework of the activities of the RKCTU.

In 2021-2022, the Secretariat of the Consortium received applications from several Russian universities with a request to join the Consortium. At the general meeting, presentations of universities and their plans for developing cooperation with universities in Kyrgyzstan were heard. Based on the results of discussion and open voting, 4 new universities were admitted to the Russian-Kyrgyz Consortium of Technical Universities:

  • Don State Technical University

  • Tambov State Technical University

  • Russian State Vocational Pedagogical University

  • Belgorod State Technical University named after V.I. V.G. Shukhov

In 2022, the Kyrgyz State University of Construction, Transport and Architecture named after N. Isanov and the Kyrgyz State University of Geology, Mining and Development of Natural Resources named after Academician U. Asanaliev were reorganized by joining the Kyrgyz State Technical University named after I. Razzakov . Appropriate changes were made to the register of universities of the Consortium by the decision of the general meeting.

Now the Consortium includes 40 Russian universities from 28 cities and 15 Kyrgyz universities from 7 cities.

In conclusion, representatives of the member universities of the Consortium approved the work plan of the Consortium for 2022/23 and the final protocol of the 10th General Meeting.

Traditional VIII International Network Scientific and Technical Conference "Integration Processes in the Scientific, Technical and Educational Space" was held in the form of breakout sessions in a remote form in spring, 2022. It ended with a plenary session, which was held simultaneously with the General Meeting of the Consortium on September 22-23, 2022. At the plenary session, work results of the sections were summed up. The final report was made by Bekzhan Torobekovich, Vice-Rector of the Kyrgyz State Technical University named after I. Razzakova. It noted that in total, more than 490 reports were presented at the section meetings on topical issues of improving the quality, digitalization and global integration of science and education, new materials and technologies development, increasing the level of production, new work in the field of automation, construction, mechanical engineering and others. Some reports are recommended for publication in scientific journals of Kyrgyzstan and Russia. The conference participants expressed their opinions on the need to develop further cooperation in the field of scientific research and in the educational process, primarily between universities in Russia and Kyrgyzstan, as well as with other universities through the implementation of joint scientific projects and mutual publications in scientific journals. Consortium members unanimously adopted the final resolution of the conference.
