Russia and Vietnam discussed issues of power engineering development at MPEI

On April 16, 2024, MPEI hold an international round table "Power engineering sector of Russia and Vietnam today. Current challenges and solutions", organized on behalf of the Ministry of Science and Higher Education of the Russian Federation in order to popularize the activities of the Russian-Vietnamese Consortium of Technical Universities. The Forum is confined to the Forum of Rectors from Universities of Russia and Vietnam, which will be held on April 18, 2024 at the Moscow State University.

​Alexander Tarasov, Vice-Rector on International Relations, Anastasia Mashkova, Director on the Development of Integration Policy delivered a welcoming speech on behalf of MPEI. Vladimir Tulsky, Director of the Electric Power Engineering Institute, opened the thematic part of the event by presenting a report on the tasks in the electric power engineering field, which are being solved by MPEI.

The online event was attended by representatives of the Hanoi University of Science and Technology (HUST) and the EVN Electric Power Corporation of Vietnam, who are direct partners of the Consortium project. Nguyen Duc Huy, Deputy Dean of the Electric Power Engineering Faculty of HUST presented a report on the specifics of the organization of the educational process for higher education programs in the electric power field in Vietnam. Hoang Ngoc Hai Kuang, Director of the EVNCPC Technical Department spoke in detail about the application of digital substation technology in the EVN power system.

О разработках средств регулирования напряжения, компенсации реактивной мощности и обеспечении качества электроэнергии рассказал доцент кафедры промышленной электроники Роман Красноперов.

​ From the Russian side, representatives of the leading departments of the Institute of Electric Power Engineering of the MPEI also took part in the event. Roman Krasnoperov, Associate Professor of the Department of Industrial Electronics, spoke about the development of voltage regulation, reactive power compensation and ensuring the quality of electricity.

​Andrey Lebedev, Head of the Department for Work with Foreign Customers at the NTI MPEI Center, Associate Professor of the Department of Relay Protection and Automation of Energy Systems, presented an Intelligent RPA system with functionality independent of the hardware platform, as well as a hardware and software complex - a digital twin of the power system.

​Vladimir Korolev, Senior Lecturer at the Theoretical Fundamentals of Electrical Engineering Department, presented a report on the topic "Modern trends in electrical power quality management and operating parameters in distribution electric networks".

In the theoretical part of the event, two Ph.D-students of the Electrical Power Engineering Institute, citizens of Vietnam Zoan Thanh Kan and Pham Hoang Nam, also presented their research topics. The young researchers talked about the intelligent management system of micro-energy systems and methods for managing the sustainability of Vietnam's power engineering system with an increased share of generation based on solar power plants.

During the round table, important strategic topics were raised, such as quality management of electricity, its transmission and distribution, reliability and efficiency of electricity supply. The parties discussed innovations in relay protection and automation of electric power systems and systems for applying a competence-based approach to personnel management in electric power companies, as Vladimir Tulsky, Director of the Electrical Power Engineering Institute, described in his final message.

In the discussion part of the round table, the participants raised organizational issues in relation to topics of great interest to both sides, as well as further activities of the Consortium. The format of the open dialogue facilitated the exchange of competencies between the participants of the two states.

Reference

The goal of the Russian-Vietnamese Consortium of Technical Universities is to promote the export of Russian education and the development of integration processes in the scientific and educational sphere, as well as to improve the quality of personnel training for the Vietnamese economy. On the Russian side, the consortium includes MPEI, the Moscow Aviation Institute, and leading Russian industrial corporations. From Vietnam, the project partners are Hanoi University of Science and Technology, EVN Electric Power Corporation, Viettel telecommunications company. The project coordinator from MPEI is the Directorate for the Development of Integration Policy.
