Russia and Vietnam will establish the Strategy of the Joint Tropical Center development until 2030

Summing up the results of the Joint Russian-Vietnamese Tropical Research and Technology Center work for the first half of the 2023 took place in Moscow. The Bureau of the intergovernmental Coordination Committee of the Tropical Center was held in Moscow on the basis of the National Research University “Moscow Power Engineering Institute”.​

At the meeting the parties negotiated to create the Strategy for the development of the Joint Russian-Vietnamese Center until 2030 – the document, including the purposes and tasks of the development of the Tropical Center for the near period in the interests of our countries. The new program of the scientific-research and applied works for 2025-2029, including the research in the field of high technologies is the basis of this document.

Konstantin Mogilevsky, Deputy Minister of Science and Higher Education of the Russian Federation was the Chairman of the Russian side and Hoang Xuan Chien, Deputy Minister of  the National Defense of the Socialist Republic of Vietnam spoke from the Vietnamese side. Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to the Russian Federation Dang Minh Khoi, Deputy Minister of Science and Technology of the Socialist Republic of Vietnam Mr. Bui The Duy, heads and representatives of Russian and Vietnamese departments and scientific organisations participated at the meeting.  

At the beginning of the meeting, the delegations paid tribute to the memory of the tragically deceased State Secretary - Deputy Minister of Science and Higher Education of the Russian Federation, Chairman of the Russian part of the Intergovernmental Coordinating Committee of the Tropical Center Peter Alexandrovich. Konstantin Mogilevsky noted the significant contribution of Peter Kucherenko to the development of the Tropical Center and expressed his desire to continue the work on expanding cooperation between Russia and Vietnam within the Joint Russian-Vietnamese Tropical Center, conducted by Mr. Kucherenko.

Opening the meeting, Konstantin Mogilevsky noticed, that Russia evaluates the Tropical Center as a leader of bilateral scientific and technological cooperation with Vietnam.

"It is necessary not only to preserve and strengthen the position of the center, but also to use its potential more actively, including in the South-Eastern region," the Deputy Minister said.

In continuation of the work on strengthening the personnel infrastructure and filling it with permanent employees, the Russian side presented the concept of the Russian-Vietnamese Consortium of Technical Universities.

The concept of creating a Consortium involves expanding cooperation between countries in the educational, scientific and technical fields, strengthening the positions and prestige of the Russian universities in order to form a positive image of Russia abroad, and also the expanding opportunities for Vietnamese citizens to get high-quality modern higher professional education. Training of personnel in higher education programs in such industry fields as aircraft engineering, nuclear and hydrogen energy, renewable energy sources, information technology, radio engineering, space and missile systems, control systems, thermal power engineering, digital technologies and computing, electric power and electrical engineering is planned.

The initiative to create a consortium was announced during the next meeting of the Russian-Vietnamese Intergovernmental Commission in April this year. At the initial stage, it will include the National Research University "Moscow Power Engineering Institute", the Moscow Aviation Institute and the Vietnam National University, Hanoi as leader universities. The initiative is planned to be implemented in cooperation with industrial partners both in Russia and Vietnam. The list of organizations of the two countries will be supplemented as the list of training areas for the needs of the Vietnamese economy.
