MPEI delegation took part in International Aerospace Forum in Wenchang02.09.2026August 24-26, 2026, MPEI delegation, led by Nikolay Rogalev, Rector, visited Hainan Province, China. The delegation also included Alexander Tarasov, Vice-Rector on International Relations, Anastasia Mashkova, Director on Integration Policy Development, and Evgeny Leiman Vice-Rector on Property Complex Modernization and Legal Affairs. Representatives of Eurasia International Corporation (E&A Group Limited), a long-standing MPEI partner in China, also attended the forum, led by its President, Mr. Feng Yaowu. The International Aerospace Forum brought together government officials, leading aerospace companies, universities and research organizations, investors, as well as representatives of international institutions. MPEI’s participation in the forum focused primarily on further developing the MPEI-Hainan Joint University project and expanding the university’s network of partners in China. The location of the MPEI campus in Wenchang creates opportunities for cooperation not only in the university’s traditional energy-related fields but also at the intersection of energy, information technology, electronics, artificial intelligence and aerospace technologies. One of the forum’s key topics was the development of a modern commercial space ecosystem in Wenchang. The International Aerospace City is currently developing three interconnected areas: rocket technology, satellite systems, and space data. Participants discussed reusable launch vehicles and regular commercial launches, satellite production and operation, low-Earth-orbit satellite systems, space data processing, remote sensing, and the application of artificial intelligence technologies. The forum focused not only on technological development but also on practical cooperation. It provided a platform for universities, research organizations, companies and investors to hold direct talks on joint projects, research and specialist training. One of the key outcomes of MPEI’s participation was the signing of a framework cooperation agreement between MPEI and Guilin University of Aerospace Technology. The two university rectors signed the agreement. The agreement provides for long-term cooperation in aerospace engineering, aircraft engine development, and related fields. This partnership expands MPEI’s network of specialized partners in China and creates new opportunities to develop a joint educational and research agenda around the MPEI-Hainan Joint University project. During the visit, the MPEI delegation also held a working meeting with representatives of Xi’an Jiaotong University and the Belt and Road Branch of the China Association of Higher Education. The meeting focused on further developing academic and research exchanges, launching joint educational and research initiatives, as well as expanding cooperation between the universities in priority engineering and technical fields. The final part of the visit was a tour of the MPEI-Hainan University campus currently under construction in Wenchang International Aerospace City. MPEI Rector Nikolay Rogalev and the delegation inspected the construction progress of the first phase of the university complex, visited its main facilities, discussed their readiness and the next steps for preparing the campus to begin educational activities with Chinese partners. The first phase covers approximately 80000 square meters and can accommodate up to 3000 students. It includes teaching, laboratory, and administrative facilities, as well as the infrastructure required for education and student accommodation. During the tour, the parties discussed the completion of construction and finishing works, the equipment for teaching facilities, the readiness of engineering systems, as well as organizational matters related to launching the campus and welcoming its first groups of students in Wenchang. The opening of the permanent campus will mark the next stage in the development of the MPEI-Hainan University project and enable MPEI to expand its educational and research activities in China. Its location in the International Aerospace City will create additional opportunities for cooperation with universities, research centers, and high-tech companies operating in Hainan Province.
