On April 24, 2024, MPEI held the XVIII Open Russian language Olympiad for foreign students of non-philological universities of the Russian Federation.

 

The Open Russian Language Olympiad for foreign students of non-philological universities of the Russian Federation has been held at MPEI since 2001. Since then, more than 4 thousand students have taken part in it. In 2024, 78 students from 29 countries and 12 universities of the Russian Federation took part in the Olympiad. The topic of the 2024 Olympiad is “I awakened good feelings with a lyre” (Alexander Pushkin).

 

At the opening of the Olympiad, Nikolay Rogalev, MPEI Rector, delivered a welcoming speech. “Every year our university becomes a meeting place for students from different countries who want to express their love and respect for the Russian language and culture through creative performances. I wish all participants inspiration, good luck and unforgettable impressions from your participation in this landmark event!”, - Nikolay Rogalev noted.

 

Alexander Tarasov, Vice-Rector on International Relations also expressed cordial words of welcome address: “This important event unites us in a common love for the Russian language and culture, as well as in the desire for creativity and self-expression. May this Olympiad be an unforgettable experience for you and may your performances inspire others.”

 

In her welcoming speech, Olga Sergeeva, Head of the Russian Language Center, noted: “This important event reflects not only your dedication and interest in learning the Russian language, but also your desire to overcome language and cultural barriers through creativity. Songs and poems performed by you are not only a manifestation of your talent, but also a wonderful way to immerse yourself in the world of Russian culture and literature.”

 

The most active and talented students presented their performances under the topic “I awakened good feelings with a lyre” and competed for first places in three categories: Solo Song Contest, Group Song Contest, Reciters Contest.

The students' performances were evaluated by members of an expert jury consisted of teachers of Russian as a foreign language from 8 Russian universities: MPEI, MSUT “STANKIN”, RUT (MIIT), MIPT, MGSU, MTUCI, Moscow Timiryazev Agricultural Academy, MAI.

 

At the award ceremony for the Olympiad winners, Olga Sergeeva, Head of the Russian Language Center, noted the valuable contribution of teachers of Russian as a foreign language for their support and assistance to students in preparation for the performance.

On April 19, 2024, at an online meeting, the administration of Almaty University of Power Engineering and Communications named after Gumarbek Daukeev (AUES) and MPEI discussed current projects and prospects of cooperation in a wide range of areas.

On Kazakhstan side, there were Murat Syzdykov, AUES Rector, Aigul Sarenova, Vice-Rector on Academic Affair, J.K. Yesimzhanov, Head of the Rector's Office, Ainur Begimbetova, Director of the Energy and Green Technologies Institute, Malikzhan Arshidinov, Director of the College, heads of departments and specialists of the International Department. The meeting was organized by Sergey Belousov, Vice-Rector for Digital Transformation and Alexander Tarasov, Vice-Rector on International Relations, MPEI.

MPEI and AUES are long-time partners. Since 2008, a project has been implemented for joint training of technical specialties AUES students under the extramural bachelor's program of MPEI in economics. Since 2010, the two universities have been participating in joint master's degree projects within the Shanghai Cooperation Organization University. AUES master's students have repeatedly undergone internships at related MPEI departments.

The parties discussed the possibility of expanding cooperation in such areas as the creation of joint bachelor's programs in technical specialties, the creation of a joint master's degree in economics, the use of additional education opportunities for advanced training at the MPEI and the submission of theses by AUES applicants for defense. After AUPES joins the EnergyNet project, the possibility of close cooperation with the NTI MPEI Center will be considered.

On April 19, 2024 the delegation of Xi'an Jiaotong University headed by its President Zhang Liqun visited MPEI.

On the Chinese side, Zhiwei Shan, Vice-Rector of Xi'an Jiaotong University was present with the personnel of the Department of International Cooperation and Exchanges, School of International Education, International Joint-Research Center of Thermal-Fluid Science and Engineering of MOU.

On MPEI side, Nikolay Rogalev, Rector, Alexander Tarasov, Vice-Rector on International Relations, Elena Gulicheva, Director on International Relations, Anastasia Mashkova, Director on Integration Policy Development, and employees of the Directorate for International Relations took part in the meeting.



The guests were given a tour of the GOELRO Museum, Institute of Hydropower and Renewable Energy (IHRE), Institute of Electrical Power Engineering (IEPE), Centre of the National Technological Initiative "Technologies of Electric Power Transportation and Distributed Intelligent Energy Systems" (NTI).

During the tour, guests learned about the activities of the departments, innovative equipment and technologies used in the educational process and scientific research.


Xi'an Jiaotong University has been MPEI partner for many years. The friendship and cooperation between our universities dates back to the 1950s. In 1954-1956. Prof. Mantrov from our university worked at Shanghai Jiao Tong University (SJTU), which in 1956 moved to Xi'an and was renamed Xi'an Jiaotong University. Prof. Mantrov made great contributions to the founding of the Department of Electrical Insulation and Cable Network in China and the Faculty of Electrical Insulation. Since 2015, Xi'an Jiaotong University and MPEI have also cooperated under the Universities Alliance of the New Silk Road. MPEI students annually take part in international academic mobility programs of Xi'an Jiaotong University. In summer 2024, students MPEI are also going to take part in the summer school in Xi'an.

Within this visit, a memorandum of cooperation between Xi'an Jiaotong University and MPEI was signed. The memorandum is aimed at establishing and developing partnership relations between the two universities for the purpose of joint research, exchange of experience and knowledge, as well as academic and cultural exchange.



During the signing of the Memorandum of Cooperation between Xi'an Jiaotong University and MPEI, both parties expressed their deep confidence in the prospect of this partnership and their commitment to joint efforts in education, science and culture. They reaffirmed their willingness to actively interact and develop cooperation on the basis of mutual respect, trust and understanding. Both parties expressed their hope for the successful realization of initiatives and projects laid down in the memorandum, which contribute to the enrichment of educational and scientific fields, as well as to the strengthening of friendly relations between educational institutions.

On April 17, 2024, the delegation of the Vietnamese Hong Duc University (HDU) paid a working visit to MPEI. The delegation was headed by Ms. Hoang Thi Mai, Vice-President of the University, accompanied by the heads of HDU departments. The guests were greeted by Alexander Tarasov, Vice-Rector on International Relations, Anastasia Mashkova, Director on the Development of Integration Policy and Vladimir Tulsky, Director of the of Electrical Power Engineering Institute.

The Vietnamese delegation arrived in the Russian Federation as part of the Forum of Rectors of Russian and Vietnamese Universities in Moscow, and visited MPEI to discuss issues of international cooperation in the higher education and research fields, as well as strengthening the already developed potential.

During the visit, the parties held a meeting where they discussed a number of organizational and strategic issues of interaction, including academic exchange, opportunities for cooperation within the educational programs and projects, as well as the activities and prospects for the implementation of the Russian-Vietnamese Consortium of Technical Universities.

After the meeting, the delegates visited the educational and laboratory complex of the Electrical Power Engineering Institute to familiarize themselves with innovative systems and methods used by MPEI in the training of industry specialists and scientific research. After an exciting tour, representatives of Hong Duc University expressed great interest in the experience and achievements of MPEI in the power engineering field.

On April 16, 2024, MPEI hold an international round table "Power engineering sector of Russia and Vietnam today. Current challenges and solutions", organized on behalf of the Ministry of Science and Higher Education of the Russian Federation in order to popularize the activities of the Russian-Vietnamese Consortium of Technical Universities. The Forum is confined to the Forum of Rectors from Universities of Russia and Vietnam, which will be held on April 18, 2024 at the Moscow State University.

​Alexander Tarasov, Vice-Rector on International Relations, Anastasia Mashkova, Director on the Development of Integration Policy delivered a welcoming speech on behalf of MPEI. Vladimir Tulsky, Director of the Electric Power Engineering Institute, opened the thematic part of the event by presenting a report on the tasks in the electric power engineering field, which are being solved by MPEI.

The online event was attended by representatives of the Hanoi University of Science and Technology (HUST) and the EVN Electric Power Corporation of Vietnam, who are direct partners of the Consortium project. Nguyen Duc Huy, Deputy Dean of the Electric Power Engineering Faculty of HUST presented a report on the specifics of the organization of the educational process for higher education programs in the electric power field in Vietnam. Hoang Ngoc Hai Kuang, Director of the EVNCPC Technical Department spoke in detail about the application of digital substation technology in the EVN power system.

​ From the Russian side, representatives of the leading departments of the Institute of Electric Power Engineering of the MPEI also took part in the event. Roman Krasnoperov, Associate Professor of the Department of Industrial Electronics, spoke about the development of voltage regulation, reactive power compensation and ensuring the quality of electricity.

​Andrey Lebedev, Head of the Department for Work with Foreign Customers at the NTI MPEI Center, Associate Professor of the Department of Relay Protection and Automation of Energy Systems, presented an Intelligent RPA system with functionality independent of the hardware platform, as well as a hardware and software complex - a digital twin of the power system.

​Vladimir Korolev, Senior Lecturer at the Theoretical Fundamentals of Electrical Engineering Department, presented a report on the topic "Modern trends in electrical power quality management and operating parameters in distribution electric networks".

In the theoretical part of the event, two Ph.D-students of the Electrical Power Engineering Institute, citizens of Vietnam Zoan Thanh Kan and Pham Hoang Nam, also presented their research topics. The young researchers talked about the intelligent management system of micro-energy systems and methods for managing the sustainability of Vietnam's power engineering system with an increased share of generation based on solar power plants.

During the round table, important strategic topics were raised, such as quality management of electricity, its transmission and distribution, reliability and efficiency of electricity supply. The parties discussed innovations in relay protection and automation of electric power systems and systems for applying a competence-based approach to personnel management in electric power companies, as Vladimir Tulsky, Director of the Electrical Power Engineering Institute, described in his final message.

In the discussion part of the round table, the participants raised organizational issues in relation to topics of great interest to both sides, as well as further activities of the Consortium. The format of the open dialogue facilitated the exchange of competencies between the participants of the two states.

The goal of the Russian-Vietnamese Consortium of Technical Universities is to promote the export of Russian education and the development of integration processes in the scientific and educational sphere, as well as to improve the quality of personnel training for the Vietnamese economy. On the Russian side, the consortium includes MPEI, the Moscow Aviation Institute, and leading Russian industrial corporations. From Vietnam, the project partners are Hanoi University of Science and Technology, EVN Electric Power Corporation, Viettel telecommunications company. The project coordinator from MPEI is the Directorate for the Development of Integration Policy.

From March 24 to April 13, 2024, five MPEI professors continued to implement master's degree programs at MPEI-Hainan Joint University conducting a course of classes at the North China Electric Power University (NCEPU) in Beijing.

In the spring semester of the 2023/2024 academic year the following MPEI professors were sent to China for internal classes: Artem Vanin, Associate Professor of the Electric Power Systems Department (IEPE), Alexander Lebedev, Associate Professor of the Relay Protection and Automation of Energy Systems Department (IEPE), Natalia Lebedeva, Assistant of the Relay Protection and Automation of Energy Systems Department (IEPE), Nikolay Alekseev, Senior Lecturer of the Applied Mathematics and Artificial Intelligence Department (IITCS), Anna Nedelina Senior Lecturer of the Applied Mathematics and Artificial Intelligence Department (IITCS​).

Students of the MPEI-Hainan Joint University studied the topics in English: "Mathematical modeling in the electric power industry", "Digital substation technologies", "Parallel programming and parallel systems" and "Multi-agent systems".

Students of the program "Electric Power Engineering and Electrical Engineering" studied the basic principles of modeling in the electric power industry, as well as basic mathematical models of electrical networks, synchronous generators, mathematical models and replacement circuits of power transformers and power transmission lines. The students mastered the methods and principles of applying digital substation technologies according to the IEC 61850 standard, studied various architectures for building RPA digital complexes. Moreover, thanks to master classes on setting up network switches and working in the Russian CDEs software package and the MatPower software package, students have acquired practical skills necessary for successful work in the industry.

Students of the Artificial Intelligence program have obtained practical skills in parallelizing computing processes within the MIMD (Multiple Instruction Multiple Date) model, studying the characteristics of parallelism and evaluating the effectiveness of built solutions. They have successfully completed training and defended coursework on parallel programming tools for C/C++ languages for creation of parallel applications to solve a wide range of tasks.

According to student feedback, all students noted the importance of combining theoretical knowledge and practical experience in these important areas.

MPEI professors’ trip was not limited only to conducting classes. Negotiations with Qi Zheng, Dean of the Institute of International Education of the North China Electric Power University, were organized to discuss possible joint educational and research projects.

The MPEI-Hainan Joint University will be an educational organization built on the basis of organizational experience and educational MPEI programs. The strategic goal of the project is a modern productive University 3.0, combining the strengths of Russia and China in the field of education, science and innovation.

The University's educational programs will be based on a combination of the development of international educational trends and the needs of the development of the Chinese economy and society, the economic development of Hainan Province, taking into account global technological and economic growth.

In 2023-2024, the first students were recruited within the master's degree program 13.04.02 Electricity and electrical engineering and 01.04.02 Applied Mathematics and Computer Science (Artificial Intelligence). Education in the 2023/2024 academic year is organized in the form of joint MPEI and NCEPU programs. NCEPU is the anchor scientific and educational MPEI partner in this project. In the future, it is planned to annually increase the number of students and training areas.

On January 30, 2024, a solemn ceremony of laying the foundation stone of the construction of the MPEI-Hainan Joint University was held in Wenchang, Hainan Province (China).​​

On April 16, 2024, the delegation of the Kyrgyz National University named after Zhusup Balasagyn (KNU), headed by Mahabat B. Sydykova, Deputy Director of the Institute of Computer Technology and Artificial Intelligence (ICTI), visited MPEI.

As part of the tour, the guests got acquainted with the activities of the departments, innovative equipment and technologies used in the educational process and scientific research.

During the meeting, the participants discussed various aspects of a potential university partnership, including promising areas of joint scientific research that can be useful for both sides and contribute to academic progress. Both sides considered the issues of cooperation in the development of educational programs, the organization of joint courses and master classes, as well as scientific and practical conferences.

Representatives of two higher education institutions expressed their readiness for further cooperation and exchange of experience in the field of education and science. They expressed confidence that the partnership between KNU and MPEI will contribute to the development of academic cooperation and mutual understanding between Russia and Kyrgyzstan. It is planned to sign a cooperation agreement between the two universities within the framework of the Russian-Kyrgyz Consortium of Technical Universities.

April 2-6, 2024, in order to develop scientific and technical cooperation in the field of electric power industry, MPEI delegation and representatives of partner companies of JSC United Engine Corporation (JSC UEC) and JSC System Operator of the Unified Energy System (JSC SO UES) paid a working visit to the Socialist Republic of Vietnam.

MPEI led the delegation consisting of Anastasia Mashkova, Director on Integration Policy Development, and Vladimir Tulsky, Director of the Institute of Electric Power Engineering. Regional branches of JSC SO UES were represented by Natalia Panova, Director of Voronezh power system dispatch, Magomed Shehakhmedov, Director of Dagestan power system dispatch, and Dmitry Kurnosov, First Deputy Director - Chief Dispatcher of Baltic power system dispatch. OJSC "Oek" was represented by Pavel Koltsov, Deputy Technical Director for Automated Technological Control Systems and Communications, Maria Bogatkina, Head of the Training Center, and Kristitna Titova, Deputy Head of the Department for Interaction with Educational Institutions.

The program of the several-day visit included meetings of the Russian delegation with the administration and representatives of Hanoi University of Science and Technology and Hanoi State University directly involved in the Consortium's activities, as well as an official meeting with Gennady Bezdetko, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Vietnam and Vladimir Murashkin, Head of the Rossotrudnichestvo Representative Office in Hanoi.

Within the framework of working meetings, the delegates visited EVN Electric Power Corporation, as well as the company's infrastructure facilities, including the National Dispatch Center and the 500 Kv Dong Anh Power Plant. EVN employees are already preparing to visit MPEI in the next academic year for professional internships in a number of industry-specific training areas.

During the visit MPEI presented the results and further steps for realization of the Consortium activities, including the plan for recruitment of candidates for training in various training areas for the next year. Representatives of System Operator and United Energy Company discussed with Vietnamese partners the processes of organizing reliable operation of the power system in the conditions of global energy transition.

Particular attention was paid to the exchange of information on advanced achievements and innovative technologies in the energy sector. The parties exchanged experience and best practices in the field of energy saving, improving the efficiency of energy systems, implementation of digital technologies and familiarized themselves with the features of the country's system of personnel training for the real sector of the economy, which is one of the fundamental goals of the Russian-Vietnamese Consortium of Technical Universities.

At the end of the rich visit program, the parties expressed their willingness to develop joint industry, scientific and research projects, as well as active cooperation in academic mobility, which is of strategic importance both for scientific and technological progress and for the development of human capital for the Vietnamese economy. The two sides also noted that the pursuit of common goals and joint efforts in the international arena are necessary for the sustainable development of the energy sector.

I am Ayse Asena Aslan. I am enrolled in the Moscow Power Engineering Institute for my Master's degree in Thermal Power and Heat Engineering. My specialisation is Water Fuel Technologies. My educational expenses are covered by the scholarship I won within the scope of ROSATOM State Cooparation and AKKUYU NPP co-operation. I have also been awarded a Marie Skłodowska Cruie scholarship. ROSATOM State Coparetaion is a global partner in IAEA. Every year, young women willing to work in the nuclear field receive support from the IAEA (International Atomic Energy Agency) and ROSATOM State Coparetaion. During his speech, the IAEA Director General Rafael Grossi, said that the agency is striving to change the situation and make the balance representation of both males and females in nuclear which is facilitated by two flagship fellowship programs that will attract as many new generation women as possible to the nuclear industry. There are 2 types of scholarships provided by the IAEA to women who want to work in the nuclear field and continue their education. Marie Skłodowska Cruie and Lise Meitner Programmes. The aim of both programmes is to encourage the presence of women in the nuclear field. This year, the IAEA organised an event called 'More Women in Nuclear' in Vienna for International Women's Day on 8 March. The main purpose of this event was for women in the nuclear field to meet each other and companies, as well as to create a network for themselves. During the event, the companies introduced the programmes that we can develop ourselves in the nuclear field. ROSATOM State Coperation also participated in the event.

Vera Upirova, Senior Manager of the Project Office for Education Development and International Cooperation of ROSATOM, made a presentation. She talked about ROSATOM’s educational programmes which are not only financially supporting women's education but also their development in this field, Marie Sklodowska Curie Fellowship program realization in Russia and scholarship holders who study at Rosatom partner universities. "The concept of human centricity is very important for Rosatom, which assumes that the greatest value is people. Within the framework of this concept, we pay great attention to human resources development for our partner countries, including girls from these countries who are already studying at Rosatom partner universities and seek to link their careers with the nuclear industry. We attach great importance to the fact that our values coincide with those of the IAEA, and we can work together to ensure that there are more bright and talented women in the nuclear sector who contribute to the development of nuclear technologies and increase trust to green nuclear energy ," she said. I would like to thank Rosatom State Corporation and Mrs Vera UPIROVA for their support. I would also like to invite all women who want to work in the nuclear field to visit IAEA's (International Atomic Energy Agency) website (iaea.org) to apply for these programmes. As a IAEA MSC fellow I would like to state that I am always open to support women who need help in this field. The International Thematic Group on Energy of the BRICS Network University announced a series of permanent scientific seminars to be organized by member universities of the ITG on Energy. The workshops are intended for Ph.D.-students and young researchers from BRICS NU member universities. The seminars are conducted remotely in English the main language of BRICS. Each workshop is expected to present a paper on an aspect of green sustainable energy and speak on it.

On April 10, 2024, the first scientific seminar was held at MPEI, where Maxim Burmeister, Senior Lecturer and Ph.D.-students of the Department of Electric Power Systems, presented a report "Investigation of the influence of the virtual inertia system on the stability of a PV plant".

The report was accompanied by a series of questions and answers and a small discussion on further ways of development of this format of scientific experience exchange.

On March 29, 2024 Sergey Belousov, Vice-Rector on Digital Transformation, visited the Al-Farabi Kazakh National University (KazGU) to speak at the Second Rectors’ Forum of Higher Education Institutions of Kazakhstan and Russia "Current Trends of Higher Education and Science".

The forum was attended by more than 100 people, including Sayasat Nurbek, Minister of Science and Higher Education of the Republic of Kazakhstan and Konstantin Mogilevsky, Deputy Minister of Science and Higher Education of the Russian Federation.

The main goal of the event was to develop ties between the universities of the two countries and to form mutually beneficial relations between representatives of science and education.

After the plenary session, Sergey Belousov joined the discussion platform "Digitalization of Higher Education: Trends and Implementation Strategies" and spoke on the topic: "Turbo.University: MPEI's Experience in Digitalization of University Activities".

Further, Sergey Belousov discussed the prospects of cooperation with Bakhyt Zhautikov, Acting Rector of Karaganda State Industrial University (KSIU) and Maqsood Sazdykov, Rector of Almaty University of Power Engineering and Communications named after Gumarbek Daukeyev, (AUPEC). They discussed expansion of MPEI programs in the field of digital energy in KSIU and AUPEC, conducting joint scientific research and other strategically relevant issues.

From March 4 to March 20, 2024, three MPEI professors delivered a course of lectures on special issues of electrical power engineering, parallel programming, and long power lines. This semester the teaching is implemented face-to-face and with the use of distance technologies. Groups are formed of students from 7 countries.

The lecturers from MPEI were: Maxim Silaev, Associate Professor of the Theoretical Fundamentals of Electrical Engineering Department (IEPE), Irina Anisimova, Senior Lecturer of the Electric Power Systems Department (IEPE), and Olga Shamaeva, Associate Professor of the Applied Mathematics and Artificial Intelligence Department (IITCS).

Each faculty member conducted at least 15 classes with students. Since the students had a sufficient basis in engineering specialties, the need to increase practical classes was revealed. They allowed students to not only deepen their knowledge in engineering, but also to gain experience with advanced technologies and techniques. There was a final test, a personal conversation with each student on the course materials and analysis of the mistakes made in the test.

The next group of MPEI professors is also in Beijing since March 24 and continues the training under the Master's degree programs of the MPEI-Hainan Joint University.

After the tour, the parties discussed cooperation in several priority areas, including the arrangement of special courses on energy topics and attracting Chinese companies to work in the MPEI student design bureau - Power Machines.

On March 29, 2024 at the meeting of the CIS Economic Council it was decided to give the Commonwealth of Independent States 2023 awards for achievements in the field of Quality of Products and Services. The Council was held within the framework of the International Economic Forum of the CIS member states in Moscow.

MPEI is the only Russian university to be awarded the CIS 2023 Quality Award in the field of product and service quality.

"Participation in competitions for the CIS Products and Service Quality Award is an opportunity for MPEI to get international confirmation of our high level of process organization and partnership. Thanks to communication with leading experts, our university improves the processes of education, research and innovation, as well as management and organization of university life", - Nikolay Rogalev, MPEI Rector, noted.

Earlier in 2016, 2022 and 2017, MPEI became the winner of the Russian Federation Government and the CIS Quality Awards.

Organizations of Armenia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan also became winners of the competition.

The competition for the Commonwealth of Independent States Award for achievements in the field of quality of products and services is aimed at creating a competitive economy and improving the quality of life.

The CIS Award is given once every two years. Applicants may be organizations provided that they reach the final at the national stage of the competition, that they have confirmed the proper quality of products or services for at least two years preceding the competition, and that they have exported products or services to one CIS member state or more.

In the period from March 16 to March 23, 2024 the representatives of the Department of Applied Mathematics and Artificial Intelligence – Pavel Varshavsky, Head of the Department and Professor of the Department Alexander Eremeev made a working trip to Hangzhou City University (HZCU), China.

During their stay, they visited several leading enterprises in Dongying City, where they held a series of important activities.

On March 18, representatives of the department visited the Henan enterprise, where a tour and presentation of the company took place, and greetings were exchanged between the Chinese and Russian delegates. Professor Alexander Eremeev made a presentation, and then the group went around the Dongying Industrial Internet Innovation Center.

Then, on March 22, the delegation went to Jiangyin, where they visited the production and exhibition hall of Jiangsu Dalongkai Technology Co., Ltd. was held, During a conference, the Jiangsu Dalunkai enterprise and Alexander Eremeev signed memorandums of cooperation in conducting joint research in the field of digitalization of production, automation of management processes, implementation of intelligent decision support systems for monitoring and managing production processes. As part of the event, members of the Russian delegation were awarded certificates “Consultant for the development of science and technology in the Jiangyin High-Tech Zone.”

On March 20th, 2024 MPEI branch in Dushanbe celebrated Nowruz holiday.

“Bloom, spring of love! Live, union of hearts!

We dedicate the flowering of our soul to Nowruz!”

The celebration of Nowruz is the one of the most ancient and holy customs of our ancestors heralding the coming of beautiful spring and the beginning of the New Year of the great-grandfathers.

This joyful news is a symbol of life creation when nature awakes and a new life starts. In fact, this ancient tradition means the victory of light over darkness and the triumph of good over evil.

This year, the students of all courses distinguished themselves in the preparation of the Nowruz holiday and were active participants in the celebration: the bride of Nowruz this year was a 4th-year student Abdulloeva Shabnam. Somonshokh and Murod sang songs about spring and love. The presenters Salikhov Sadam, a 3rd-year student and Mansurzoda Armugon, a 1st-year student, infected the audience with positive festive energy. Maksudov Abdusalom performed stand-up comedy. Salimzoda Samanshokh, 2nd-year student and Mirzoeva Parvina, 1st-year student, performed a funny scene about female resourcefulness, gave a festive mood. The concert was held at the highest level!

In conclusion, the presenters wished everyone peace and calmness, happiness, success, great achievements on the way to creating a state with a great future! Once again, happy holidays to all! May this year bring us good luck!

11 best foreign students and Ph.D.-students from MPEI (representatives of 9 countries) were selected within the quota of the State Corporation "Rosatom" for participation in the World Youth Festival 2024. This year's youth delegation included 65 foreign students from 11 core universities of Rosatom, a permanent partner of the Festival.

Rosatom’s interactive zone and stand were located in the main pavilion of the City of Youth with more than 20 panel discussions, master classes, and interactive sessions where representatives of Rosatom's leadership, partner organizations, and students of supporting universities participated. Such topics were raised as Russian energy education, international eco-community, the future of world energy, nuclear technologies for sustainable development, global cooperation in education and science, etc.

On March 13th, 2024, the delegation of the Ministry of Higher Education of the Republic of Cuba had an official visit to the MPEI. Reinaldo Velasquez Saldivar, Vice Minister, accompanied by Iliana Martinez Gonzalez, Head of the Department of Bilateral Relations headed the delegation. Nikolay Rogalev, MPEI Rector, Alexander Tarasov, Vice-rector on International Relations and Anastasia Mashkova, Director on Integration Policy Development welcomed the guests.

During the discussion of current prospects for cooperation in the field of education and science, the honored guests got acquainted with MPEI educational and research capabilities and details of the educational process. As a result, they expressed a desire to develop active cooperation and exchange of experience, opening new horizons for the training of qualified specialists.

 

During the meeting agenda, participants raised the issue of the preparation for the opening of the MPEI Center for Targeted Training in Cuba for senior technical specialists of the island’s energy companies, based on MPEI extensive teaching experience. To launch the Center’s activities, Cuban students have been preparing and translating educational literature and other materials from leading departments into Spanish for more than a year. The opening of the Center is planned in Havana this summer.

 

“Partnership in the scientific and educational sphere strengthens the cooperation between Russia and Cuba. Training of highly qualified personnel in the energy and related industries contributes to expanding the prospects for the development of the economy of a friendly state,” Nikolay Rogalev, MPEI Rector, commented.

 

The team of Cuban students studying at MPEI presented an extensive presentation with the results of their achievements. The students shared their impressions of their stay at the university and Russia in general. The event was a bright example of an active exchange and strengthening mutual understanding in the educational environment of the two states.

 

During the visit, the both sides discussed key directions of joint activity and vectors for strengthening cultural and friendly connections.

Currently, 39 leading specialists and managers from Cuba are being trained at MPEI in master's degree programs, training of scientific and pedagogical personnel (postgraduate studies) programs as well as additional professional education programs in the field of electrical and thermal power engineering, power engineering, hydropower, computer science and management.

On March 15, 2024 the 21st Russia-Cuba Intergovernmental Commission for Economic, Commercial, and Scientific-Technical Cooperation was held at the International Exhibition and Forum "Russia".

The Chairman of the Russian side of the Commission was Deputy Prime Minister Dmitry Chernyshenko. The Cuban side was represented by Deputy Prime Minister, Minister of Foreign Trade and Foreign Investment of the Republic of Cuba CABRISAS Ricardo Ruiz.

MPEI was represented by Anastasia Mashkova, Director on Integration Policy Development.

At the meeting the results of the sectoral Working Groups were demonstrated, including those on cooperation in the education field.

The issue of the project development "MPEI Targeted Training Center in Havana" was considered.

The participants of the meeting supported the joint efforts of MPEI, the Ministry of Mines and Energy and the energy company "Unión Electrica" of the Republic of Cuba, aimed at launching the Center project and its further establishment as a scientific and technological hub for all countries of the Latin American region.

The official opening of the Center is scheduled for August-September 2024.

On March 13, 2024, there was the regular, spring meeting of the BRICS Network University (BRICS NU) International Thematic Group on Energy to clarify work plans for 2024. The meeting was attended by BRICS NU coordinators from universities in India, South Africa, China and Russia.

At the meeting the initiative of Russian universities – members of the ITG to organize a permanent scientific seminar "Foundations for a Green Sustainable Energy" was announced. This online seminar should be held alternately on the basis of one of the universities. Its goal is to attract Ph.D.-students and young scientists from BRICS universities to exchange experience on broad issues of green sustainable energy with further organization of international cooperation within the framework of the BRICS Network University. The topic of each specific workshop will allow gathering scientists working on similar issues and will initiate the dialog of stakeholders.

As a first step, MPEI proposes to organize the first workshop in April 2024 on Microgrid structure and operation.

In the near future, the universities participating in the ITG will collect a list of topics for the seminars and discuss the schedule of their organization for the coming year.

On March 11th, 2024, a solemn  ceremony was held to confer the honorary title of "MPEI Honorary Professor" to a graduate from our university, CEO of China Chengtong International Investment, Chairman of the NPO Union of Chinese Entrepreneurs in Russia, President of  Greenwood Business Park, Mr. Zhou Liqun at the initiative of the Department of  Electromechanics, Electrical and Electronic Apparatuses of the Institute of Electrical Engineering and Electrification for the contribution of Mr. Zhou Liqun in the development of cooperation between MPEI and scientific organizations of China in the science and education fields.

Mr. Zhou Liqun was studying at MPEI from 1989 to 1993 at the Department of Electromechanics, Electrical and Electronic Apparatuses. He wrote his dissertation under the guidance of Professor, Doctor of Technical Sciences, Honored Scientist of the Russian Federation, Honorary Academician of the Academy of Electrotechnical Sciences of the Russian Federation, MPEI veteran
A.V. Ivanov-Smolensky. During Mr. Zhou's last visit to MPEI, they discussed a joint project to build a new energy university in China – the University of MPEI –Hainan for the training of future power engineers.
In accordance with the developed program, more than 15 thousand young specialists will have been trained at the University by 2030.

At the beginning of January 2024, during an event dedicated to the celebration of the Chinese New Year, Chinese Ambassador to the Russian Federation Zhang Hanhui, Minister Plenipotentiary of the Chinese Embassy in the Russian Federation Sun Weidong and Counselor-Envoy of the Chinese Embassy in the Russian Federation Chang Xuhong presented Mr. Zhou Liqun with a certificate of honor for outstanding contribution to high-level receptions during diplomatic visits from China to Russia as well as prevention and control of the epidemic, promotion of Sino-Russian business cooperation and humanitarian exchanges.

In the academic year 2023/2024, 9 students of the Institute of Electrical Power Engineering, (Department of Electrical Stations, Department of Electric Power Systems​, Department of Theoretical Fundamentals of Electrical Engineering and Department of High Voltage Engineering and Electrophysics), from the ETALON group, won scholarships for long-term studies (1-2 semesters) in China.

Five students from Electrical Power Engineering Institute won the All-Russian open competition for the appointment of scholarships of the President of the Russian Federation for students studying abroad and from September 2023 they have been studying at the North China Electric Power University. The rest of the students won the scholarship of the North China Electric Power University and have started their studies from February 2024.

North China Electric Power University is a public educational institution in China, founded in 1958. It is a multidisciplinary university with an emphasis on technical sciences. The campus of the educational institution is located in Beijing.

MPEI and North China Electric Power University are long-standing partners, and since 2013 they have been working together as part of the Shanghai Cooperation Organization University, providing master's students in energy fields with the opportunity to study at the partner university for a year.

Every year, MPEI students study at the North China Electric Power University within the framework of summer schools, semester and year-long study programs.

On March 1, 2024 there was a meeting of the IV section of the X International Network Scientific and Practical Conference "Integration Processes in Scientific, Technical and Educational Space". The Conference is organized annually by the Russian-Kyrgyz Consortium of Technical Universities chaired by Nikolay Rogalev, MPEI Rector.

The meeting of Section IV "Actual Problems of Power Engineering" was held remotely with speakers from the Kyrgyz State Technical University named after I. Razzakov (KSTU) and MPEI, N.P. Ogarev Mordovia State University, Branch of Tyumen Industrial University in Nizhnevartovsk, Osh State University, Kazan State Energy University and Technological University of Tajikistan. This year's plenary session is timed to the jubilee events of the KSTU which celebrates its 70th anniversary in 2024.

The Section meeting was conducted by Mr. Alaibek Obozov, Corresponding Member of the National Academy of Sciences of the Kyrgyz Republic. From MPEI side, Alexander Tarasov, Vice-Rector on International Relations, made a welcoming speech. Later on the meeting was conducted by Sergey Shirinsky, Head of External Relations MPEI Department and Renat Tentiev, Director of the KSTU Energy Institute. MPEI students, Ph.D.-students and professors of the departments of Electromechanics, Electrical and Electronic Apparatuses, Hydropower and Renewable Energy Sources, Applied Mathematics and Artificial Intelligence took part in the section. A total of 25 reports were presented at the section. The best reports are recommended for publication in the proceedings of our universities «Вестник МЭИ» и «Известия КГТУ».

The annual conference of the Russian-Kyrgyz Consortium of Technical Universities is held in 10 sections on different areas of science, which are held remotely in the spring semester on the basis of selected Russian and Kyrgyzstan universities. That allows to attract students and Ph.D.-students from partner universities of the Consortium. The plenary session of the conference is traditionally held in September, coinciding with the annual general meeting of the Russian-Kyrgyz Consortium of Technical Universities.

On February 21, 2024 a meeting of MPEI graduates  was held. The meeting was organized by Mr. Zhou Liqun, an alumnus of our university, Chairman of NPO "Union of Chinese Entrepreneurs in Russia", Vice-President of the Chinese Alumni Association of the former Soviet Union and the CIS, General Director of the Moscow Greenwood World Trade Center. The meeting was attended by Mr. Feng Litao, Minister-Counselor for Culture of the Chinese Embassy in the Russian Federation and Director of the Chinese Cultural Center and Vyacheslav Batenin, Corresponding Member of the Russian Academy of Sciences, alumnus of the Moscow Power Engineering Institute.

The occasion for the meeting was the opening of MPEI-Hainan Joint University. Mr. Zhou Liqun gave a solemn speech at the event.

Nikolay Rogalev, MPEI Rector, reported on the progress of MPEI-Hainan Joint University implementation.

The daughter of one of the most famous alumni from China, Mr. Li Peng, Premier of the State Council of the People's Republic of China, addressed a video-congratulation to all attendees.

The meeting was attended by MPEI staff and faculty members.

The first students from China were admitted to study in 1949, when the cooperation between MPEI and China began. Over these years, MPEI has trained over 300 specialists for China, including many prominent Chinese scientists who have contributed to the development of Chinese science and economy.

In the academic year 2023/2024 the project "MPEI-Hainan Joint University" is actively developing. On January 30, 2024 in Haikou City, Hainan Province (PRC), a grand ceremony of laying the foundation stone of the construction of MPEI-Hainan Joint University, as well as the start of the first stage of the Chinese-Russian Science and Technology Park and Research Institute in Haikou, was held.

On February 14, 2024 representatives of the Akkuyu Nuclear JSC delegation - Alexander Kvasha, Director for Personnel of the Akkuyu NPP and Sezer Nadezhda, Head of Personnel Evaluation, Training and Development Department visited the plant to discuss the issues on training of Turkish students at MPEI for the Russian-Turkish Akkuyu Nuclear Power Plant under construction.

In 2023, MPEI and Akkuyu Nuclear JSC, with the participation of Rosatom, recruited 26 students on specialist training program who will study at MPEI in three profiles of master's degree programs. At the moment the students are studying at the Preparatory Course.

Special attention was paid to discussing the issues of studying the Russian language. As the working language of the nuclear power plant is Russian, upon completion of the program all students must have a high level of this language.

After the meeting the delegation was given a tour of the specialized departments of the Institute of Thermal and Nuclear Power Engineering. Sergey Mezin, Head of the Automated Control Systems for Thermal Processes Department, told about the educational program of Master's degree training and demonstrated laboratory installations.

Also the delegation visited laboratories of the Theoretical Bases of Heat Engineering Department shown by Julia Shatskikh, Head of the Department and its staff.

Representatives of Akkuyu Nuclear JSC noted that MPEI is one of the leading universities of Russia in the power engineering field and has all the necessary resources and unique laboratory facilities which will contribute to the training of qualified employees to work at the NPP.

Cooperation between MPEI and Akkuyu Nuclear JSC is currently actively developing. In 2024, the parties plan to recruit 46 students in 4 training profiles to study at the MPEI master's degree programs. It is also planned to conclude partnership agreements with leading universities of the Republic of Turkey.

On February 2, 2024,  Nikolay Rogalev, MPEI Rector and AlexanderTarasov, Vice-rector on international relations visited the "Festive concert and solemn reception dedicated to the Chinese traditional Spring Festival" (Chinese New Year) at the Embassy of the People's Republic of China in the Russian Federation.

The event gathered over 1000 Chinese students studying at Russian universities including those studying at the MPEI.

Mr Zhang Hanhui, Extraordinary and Plenipotentiary Ambassador of the People’s Republic of China in Russian Federation to the Russian Federation and Denis Gribov, Deputy Minister of Education of the Russian Federation, who noted great successes in trade, economic and humanitarian cooperation between Russia and China. Also, he emphasized that the Russian-Chinese partnership is successfully developing in the interests of both countries and people.

During the event, performances by creative teams were held. Among them there were performances on Chinese folk musical instruments, wushu shows, folk dances, choral singing in Chinese and Russian.

It is included in the roadmap of Russian-Chinese Humanitarian Cooperation until 2030, which also regulates interaction between countries in the field of higher-education, which was signed on October 25th,2023 in Bishkek at the meeting of the Council of Heads of Government of the Shanghai Cooperation Organization. The roadmap has strong support from the Ministry Education of the People’s of China, the People's Government of Hainan Province and the Ministry of Science and Higher Education of Russia.

On February 2nd, 2024, the representative office of Rossotrudnichestvo in Mongolia (Russian House in Ulaanbaatar) organized a meeting of the Working Group on the selection of foreign citizens and stateless persons, including compatriots living abroad to study in Russia within the quota of the Government of the Russian Federation in the 2024/25 academic year in a remote format. The meeting was attended by Alexander Tarasov, Vice-Rector on International relations, Elena Gulicheva, Director on International relations, Marina Osipova, Deputy Director on International relations, Ekaterina Sysoeva, Leading Specialist of the Department on International relations, Ekaterina Nikitina, Specialist of the Department on International relations.

During the meeting, Dayana Borisova, Deputy head of the working group, Head of the Russian Language and Education Department of the Rossotrudnichestvo Representative Office in Mongolia, spoke about the main provisions of the Selection Procedure and the number of quotas allocated to Mongolia within the quota established by the Government of the Russian Federation, as well as the number of applicants, taking into account the level of desired education.

At the meeting, the members of the Working Group got acquainted with the Roadmap and regulations for joint selection activities, as well as with the work schedule of the Working Group on the selection of candidates from Mongolia and Russian compatriots to study in Russian educational institutions in the 2024/25 academic year, the time and formats of the selection tests. Also, there were formed the composition of the Working Group on the selection of candidates from Mongolia and stateless persons in the Russian Federation to study at Russian educational institutions in the 2024/25 academic year within the quota established by Decree of the Government of the Russian Federation dated December 18th , 2020 No. 2150;

In 2020, the MPEI  joined the Working Group on the selection of foreign citizens and stateless Persons, including compatriots living abroad to study in Russia within the quota of the Government of the Russian Federation, created by the Representative Office of Rossotrudnichestvo in Mongolia (Russian House in Ulaanbaatar) from among representatives of Russian universities.

To participate in the competitive selection for training in the 2024/25 academic year from September 30th, 2023 to January 1st, 2024, participants (candidates for study at a Russian university) had to create a personal account on the portal of the Ministry of Education and Science of Russia education-in-russia.com and upload scanned copies of personal documents, educational documents, as well as documents confirming personal achievements in scientific, social and cultural and sports fields of activity.

The examination of candidates' documents is carried out on the basis of an agreed dossier assessment methodology developed separately for applicants to bachelor's, master's, Ph.D. and residency programs.

On January 30th, 2024, there was a solemn ceremony of laying the first stone of the construction of the “MPEI-Hainan University”, as well as the start of the first stage of the Chinese-Russian Science and Technology Park and Research Institute in Haikou, in Haikou, Hainan Province (People’s Republic of China).

MPEI Rector headed the Russian delegation. The guests of the ceremony were greeted by Feng Yaou, President of Eurasia International Corporation. Nikolay Rogalev, MPEI Rector, Liu Chun, Mayor of Wenchang, Head of the Administration of the International Aerospace City of Hainan Province, Yang Yongping, Vice-Chairman of the MPEI-Hainan Academic Council, Academician of the Chinese Academy of Engineering Sciences, Rector of the North China Electric Power University made welcoming remarks. The ceremony was attended by Zhang Yanzhong, Chairman of the MPEI-Hainan Academic Council, Academician of the Chinese Academy of Engineering Sciences, as well as over 40 representatives of government authorities, universities, leading banks and organizations in China. After the ceremony, a business meeting was held with Long Weidong, Vice-Governor of Hainan Province, Secretary of the Communist Party of China (CPC) City Committee.

"MPEI has a long history of partnership with China. The MPEI-Hainan University will be an educational organization of higher education built on the basis of organizational experience and educational programs of our university. For us, laying the first stone of a joint university is an indescribable emotion and a great responsibility. I am sure that further work and plans will form a world-class research cluster," Nikolay Rogalev, MPEI Rector, said.

The time of this ceremony was not chosen by chance. According to Chinese tradition, it is customary to lay the first stone of construction on the eve of the Chinese New Year falling in mid-February this year. This symbolic act will later become a large-scale step in the creation of a modern educational center for the training of highly qualified specialists in the energy field and other high-tech industries for the economies of both countries.

To date, MPEI and the International Corporation "Eurasia" have done a lot of work. In 2023, Huai Jinpeng, Chinese Minister of Education, signed a decree on the construction and recruitment of students. Two master programs in power energy and artificial intelligence are being implemented at the temporary campus. Design and survey work has been carried out as part of the construction of the main campus in Wenchang city.

In the period from October 16th to November 1st , 2023, the first graduate students of the MPEI -Hainan Joint University were trained in the fields of electrical power engineering and artificial intelligence technologies within the framework of the autumn International School in the field of electrical engineering, implemented by MPEI and the North China Electric Power University.

The training was organized on Hainan Island, at the temporary campus of the MPEI - Hainan Joint University in Linshui City. Students from 7 countries had classes with MPEI professors of the Electrical Power Engineering Institute and the Information Technologies and Computer Science Institute.

The educational project "MPEI - Hainan University" is included in the Roadmap of Russian-Chinese Humanitarian Cooperation until 2030, including the one regulating interaction between the countries in the field of higher education, which was signed on October 25th , 2023 in Bishkek on a meeting of the Council of Heads of Government of the Shanghai Cooperation Organization, and enjoys great support from the Ministry Education of the People's Republic of China, the People's Government of Hainan Province and the Ministry of Science and Higher Education of Russia.

On January 29th, 2024, MPEI welcomed the permanent secretary of Ministry of Science and Technology Sai Kyaw Naing Oo, the Republic of the Union of Myanmar accompanied by Julia Dmitrieva, senior manager of the project office for improving the quality of education, international cooperation and project administration of Rosatom State Corporation.

Mr. Sai Kyaw Naing Oo emphasized the equipment of the laboratory base and the high professionalism of the teaching personnel. Also, he exchanged his contact for further cooperation. 

During the visit, a meeting was held with students from Myanmar, who shared their experiences of living in Russia and studying at the MPEI.

In the end, the parties expressed hope for continued close cooperation, the implementation of joint plans and also intentions to collaborate in order to train highly qualified specialists for the Republic of the Union of Myanmar.

Within the framework of the Russian-Vietnamese consortium of technical universities MPEI hosted a certificate awarding ceremony for successful completion of the internship program.

The graduate is a student from Vietnam, Ta Minh Duc. In 2023 he received a bachelor's degree from MPEI in the information security field and decided to continue his studies at the university to delve into his graduation thesis topic. The internship program training was carried out at MPEI Department of Security and Information Technologies.

"Internship programs for foreign specialists are a unique opportunity to get acquainted with advanced technologies and innovations in the industry, as well as to exchange experience with MPEI experts. During five months, the intern studied the latest technologies implemented by the MPEI specialists, took part in scientific research and projects, attended practical classes, as well as familiarized himself with the work of departments specializing in information security," Nikolay Rogalev, MPEI Rector, commented

In March 2024, the second graduate of the consortium will be another Vietnamese student who completes the PhD program on industrial heat power engineering at MPEI.

During the meeting of the Russian-Vietnamese Intergovernmental Commission for Trade, Economic, Scientific and Technical Cooperation held in December 2023, an agreement was signed on the establishment of the Russian-Vietnamese Consortium of Technical Universities, which included MPEI, Moscow Aviation Institute and Hanoi University of Science and Technology. The Consortium's activities envisage training of Vietnamese candidates at various training levels: short-term internship programs, bachelor's, master's and PhD programs within the framework of quotas for foreign citizens granted by the government of the Russian Federation.
